Siveco and Terao to support energy saving program for Wuhan government buildings

Siveco China has been selected to provide maintenance consulting services and to setup the bluebee® facilities management solution for a major public buildings rehabilitation program in Wuhan, the capital of Hubei province. Siveco acts as subcontractor to green building engineering firm Terao (www.teraochinagb.cn), a long-time Siveco value-added partner in charge of the overall program.

About Terao

Terao is a French green building engineering firm created in the early 90’s and established in China since 2008. The company includes elite engineers and architects from France, China, Italy and Ireland and distinguished industry leaders from institutions such as Stanford University, Ecole Polytechnique and the Civil Engineering and Architecture University of Beijing. With offices in Paris, Lyon and Beijing, Terao has taken part in more than 100 high performance and certificated projects.

The Terao-Siveco partnership

Experience shows that the best green technology and a green label are no guarantee of efficiency: for example, surveys show that 30% of LEED-certified buildings consume more energy than the average buildings… This is where operation and maintenance come into play, in order to keep the designed performance of a building “alive” during operation.

Terao has found with Siveco an ideal partner, experienced in implementing facility management best practices in various types of buildings (residential, commercial, industrial etc.) in China. Thanks to Terao, Siveco adds specific green expertise and the ability to assist clients in obtaining green certifications in operation and maintenance.

The project

The AFD (Agence Française de Développement) is financing a 20M Euros loan to China for the rehabilitation of public buildings in Wuhan, the capital of Hubei province. The project aims at reducing China’s greenhouse gases emissions through a more effective control of energy consumption in buildings, and at demonstrating that renovation of buildings in China can be self-financed through energy savings. Through successive phases, 33 administrative buildings belonging to Wuhan municipality, including Wuhan municipal library, will be refurbished, amounting to a total area of 1,300,000 m². An energy performance contract (EPC) mechanism is included in the project in order to ensure that the initial energy-saving objectives of 20% are achieved.

The bluebee® solution is already widely used in the Chinese property market, by property management companies, retailers and technical service providers. This is however the first time it will be used in a government project, with clear energy savings objectives. Existing Siveco customers in Wuhan are mostly industrial plants such as Alstom Wuhan Boiler, Brose Wuhan, International Paper, etc.

ADEME, Terao and Siveco joined the project meeting with Wuhan municipal authorities on October 31
